Tier 2 Reports (Due this March 2024) Georgia now requires all reporting to be electronic utilizing E-Plan. Facilities covered by Emergency Planning and Community Right-to-Know Act (EPCRA) requirements must submit an Emergency and Hazardous Chemical Inventory Form to the Local Emergency Planning Committee (LEPC), the State Emergency Response Commission (SERC), and the local fire department annually. Facilities usually provide a Tier II form. A single submission of Tier II information to E-Plan can satisfy the requirements for individual submissions to the SERC, LEPC, and local jurisdictional fire department. Please contact your State and County officials to see if they accept E-Plan as a form of electronic filing. The State of Georgia does not accept Tier II Section 311 / 312 reports via e-mail or postal mail. All Tier II reports must be uploaded electronically to the Federal E-Plan website at the following link: https://epd.georgia.gov/emergency-response. The Cobb County Resource Council, Inc. /LEPC will be accepting Tier II reports utilizing E-Plan this year. The Cobb County Fire & Emergency Services will be accepting Tier II reports utilizing E-Plan this year. Cobb County Resource Council/LEPC, the State of Georgia, or the Cobb County Fire & Emergency Services does not charge fees for Tier II filing.
